AT&T will likely have to continue as the carrier of last resort in California, relieving some anxiety about the future of landlines in rural parts of the state. A carrier of last resort, or COLR, is a telecommunications provider that is required to offer basic services, usually a landline, to anyone in its service area who requests it. The service must be safe, reliable, and affordable, according to the CPUC, or California Public Utilities Commission. Last year, AT&T, the largest COLR in the state, filed an application with the Commission to be relieved of that obligation.Now the judge handling the case is recommending that the Commission vote to dismiss the application, which they could do as early as June 20th.

A narrow majority of county supervisors last week asked for details before they agreed to formally combine a director position for two key departments: Public Health and Behavioral Health and Recovery Services. Dr. Jenine Miller, who is currently the head of Behavioral Health and Recovery Services, would be in charge of the newly configured entity, called Health Services.A letter claiming to demonstrate employee support for the matter led to a union request for an investigation.

Local NewsThe Mendocino Railway, locally called the Skunk Train received a federal loan to repair Noyo Tunnel 1. The Tunnel was initially closed in 2013, reopened briefly, and closed again in 2015. Mendocino Railway shares the 31.4-million-dollar loan with the Sierra Northern Railway. Assessor-Clerk Recorder Katrina Bartolomie said her office first learned of it Wednesday, when voters on the coast began calling her office. Many voters in the rest of the county received their ballots Thursday, but no public communication took place until a press release was issued at 4:30 on Thursday afternoon.
