A vote could come any day on AB 942, a bill that would require homes with existing solar panels and power contracts to switch to a new energy metering scheme if they are sold. The new scheme, known as NEM3, reduces the amount homeowners are paid for the energy they provide to the grid. The bill, sponsored by Assemblymember Lisa Calderon of Los Angeles, has passed the Assembly Committees on Utilities and Energy and Appropriations. It is supported by utilities, utility-affiliated groups, and the California Wind Energy Association—but opposed by 160 groups, including schools, churches, doctors, and nonprofits.
