Bylaws & Policy Committee Meeting 2-7-19

We contiued to progress at a deliberately slow and careful pace, as we will at future meetings.  We completed our first sweep of the bylaws and at the next meeting we will go over that version to be sure it's what we intended and that there aren't missing parts.
