Ukiah sales tax hike begins April 1; CA presidential tax return bill clears committee

  A bill requiring tax returns for future presidential candidates was approved Tuesday by the California Senate Judiciary Committee.

 

The legislation, also known as the Presidential Tax and Transparency Act, would obligate all candidates to release the last five years of tax returns in order to be listed on the state's ballot.

 

It now heads to the Senate Elections Committee for review.

 

On the subject of taxes, the City of Ukiah will be implementing its voter-approved sales tax increase on April 1.

 

The tax, which was approved by the passage of Measure Y back in November, will be bumped up to 8.375 percent. With the corresponding approv al of Measure Z, the city intends to use the additional revenues for road and infrastructure improvement.

 

But despite being collected on April 1, the money will remain in an escrow account due a pending lawsuit.

 

The suit, filed by the Howard Jarvis Taxpayer Association in Sacramento, argues the city changed Measure Y to a special tax with the inclusion of Measure Z, thus requiring a two-thirds vote to pass.

 

According to association attorney Tim Bittle, the court doesn't have the legal authority to stop the implementation of the tax.

 

A hearing for the case is scheduled for April 7 in Mendocino County Superior Court. The city has filed a motion to dismiss, Bittle said.
