January 14, 2019 -- About twenty people waited at the courthouse steps in the rain at 10:00 on a weekday morning recently. They were there to see if anyone would bid on the Palace Hotel, which has been vacant for decades. There were no takers on the property, which sports strips of flapping plastic instead of windows, and which would require millions of dollars in retrofit costs to bring up to code.
